This study was conducted to with the main objective being establishing the integration of CE&O into teaching and Learning, Research and Service at MUK, UCU and UMU universities in Uganda. The objectives of the study were ; to examine the models of CE&O used by Makerere, UCU and UMU universities , to establish how CE&O has been institutionalized by Makerere, UCU and UMU universities, to examine how CE&O has been integrated into research and teaching in Makerere, UCU and UMU universities. A cross sectional design was employed to provide a framework for data collection and analysis. A sequential mixed methods approach was employed, involving a successive application of both qualitative (Key Informant Interviews) and quantitative (questionnaire) data collection methods. Creswell et al (2004) argues that, mixed methods lend themselves to valuable opportunities for data triangulation. The findings clearly show that universities recognize CE&O as part of the university functioning albeit differences in emphasis with Makerere being more established in comparison to the newer universities UCU and Nkozi. Institutionalization of community engagement and outreach seems low among all the universities. The findings have shown that community engagement in research and community engaged service have the potential to improve teaching.

Precious Confectionery Enterprise (PCE) is proposed to be a modern and upscale bakery located in Bweyogerere Town, Kira municipality in Wakiso District, serving and meeting the high market demands for bakery and pastry products by the local residents and professional population. PCE is proposed to commence its operations in 2023, operating as a storefront business as well as a catering kitchen. PCE is proposed to specialize in the production of cupcakes of various flavours and tastes, event cakes, breakfast and lunch packages and many other baked products. The enterprise will explore all possible efforts to expand its operations by opening up other production units in different towns such as Kireka, Namugongo and Banda and Mbuya with dreams to further expand the existing bakery enterprise into a modern Dine-In and Take-Away Restaurant. The new Precious Confectionery Enterprise shall hereby be referred to as PCE, an enterprise that will be offering freshly baked products such as breads, cakes, cookies, cupcakes and pastries, as well as sandwiches, soups and salads along with juice, and other soft drinks such as sodas directly employing at least ten people in different sections such as production and marketing. With the opening of the restaurant, PCE will be able to offer a full menu covering almost all that a customer expects from a modern bakery and pastry point along with a restaurant. The enterprise is proposed to be of a sole proprietorship type owned and managed by Ms Akudu Joyce who has background instincts and knowledge about backing. The estimated start-up capital requirement is shillings 27 million whereby the owner will provide around 50% of the total start-up capital requirement, 20% of the funding to the business will be mobilized from the friends and family as grants and donations, and the remaining 30% of the funding will be obtained from any financial institution such as commercial banks at a 10% interest rate. However, PCE’s plans to expand into a Dine-In and Take-Away Restaurant and also expansion to different towns will be funded using the accumulated capital from our first establishment supplemented by a loan from business partners and commercial banks. These expansions are proposed to start as early as the year 2026 with greater hopes and desires to attain higher profits and gross margins. In a nutshell, if everything goes as per our plan, PCE will create 10 direct employments and a number of indirect employments through retailing and wholesaling and all activities that will cover the movement our products along the commerce chain, improve people’s welfare, provide revenue to the state government through taxation hence contributing to national growth and development.
