The proposal is about developing an online index for past budget speech of Ministry of Finance, Planning and Economic Development. The aim of the study is to develop an online index for past budget speech held in MoFPED library. The specific objectives are to find out past ministerial policy statements are searched, located and retrieved in the library, to carry out a needs assessment for an index on ministerial policy statements in the library and also develop an index for budget speech for MoFPED library. The research is both qualitative and quantitative and involves data collection techniques like questionnaire, which is administered to 30 library users; interviewing with the library staff and document analysis.
