Professional staff training and development has become a major key in refining the skills and knowledge of librarians and elevating service delivery in institutional libraries. The major aim of this study was to examine professional staff training and development at Gulu University Library located in Laro Division, Gulu City – Northern Uganda. A descriptive research design was adopted, Quantitative in nature where data was collected from a sampled population of 33 staff using questionnaires that were distributed and filled by the respondents. Data collected indicated that Gulu University had in existence training and development programs for the library staffs like workshops, seminars, conferences, further studies, vocations, coaching and mentoring, technology guidance though these were not effective as it affected service delivery. Data collected indicated that Gulu university library faced numerous challenges in implementing the training and development programs and some included, limited finance, lack of a training program, limited skills on using information technology tools, motivation and job satisfaction. The respondents recommended superlative solutions that would help address the challenges the University library faced and they included revised curriculum to suit current trends, adopting a guiding policy, involving stake holders including employers, developing programs for T and D in the libraries, consolidation and expansion of the university library network as well as promoting staff members to other positions. In conclusion, the study achieved its objectives by answering the research questions that examined the nature of staff T and, challenges faced during T and D activities as well as recommendations.

Availability of Public Health infrastructure plays a major role in delivery of quality maternal and child healthcare services. This study was intended to investigate the quality of existing health infrastructure required for maternal child health care services in Busoga Subregion. The study examined treatment and care infrastructure needs in maternal and child healthcare in public health facilities to help us understand the quality of maternal and child healthcare services and whether we are addressing all the emerging quality demands. The study was carried-out through a close collaborative effort with the district local governments and health facility managers in Jinja, Iganga, Kamuli and Mayuge Districts with high volume facilities. Data was obtained directly from the public health facilities through permission of the district authorities. During the survey, 324 mothers seeking maternal and child health care constituted the key respondents of this study. 400 mothers were randomly selected to participate in this study by filling a predesigned questionnaires on MCH services and support of health workers administering MCH services at the selected public health facilities was very crucial during the survey. Quality dimensions of maternal and child healthcare considered during the survey include; 1. Availability. 2.Accessibility. 3.Competency. 4.Timeliness 5. Privacy and Confidentiality 6. Caring and responsiveness. 7.Equity 8. Availability of spaces in the facility. For maternal and child health infrastructure in existing public facilities to remain resilient, improved quality maternal and child health services can only be achieved by prioritizing health sector financing of public health systems. There is an urgent need for renovation and upgrade of maternal and child health infrastructure in all health facilities.

The Impact of Land eviction by the Government on Children’s Rights in the Albertine Graben in Uganda. It involves three objectives; to examine the types of land tenure systems in Uganda, to discuss the impacts of land eviction by the government on children's right to own property in Uganda, and to examine the legal framework of the right to own the property in Uganda. The research study adopted doctrinal legal research. The research findings are that most land in Uganda is unregistered, the welfare and the rights of the child is not taken in to consideration, compulsory Acquisition of land by the government for public use prior to payment of fair and adequate compensation does not cater for children, children are not included in the sharing of benefits of royalties between government, local government and cultural institutions. The research study recommends that land should be registered, the rights and welfare principle of a child should be taken in to consideration, Amendment of Art 26(2) of the Constitution of the Republic of Uganda 1995 (amended) and sect 75 of Public Finance Management Act 2015.

This study is about mitigating the risk of fraud in land dealings at the Wakiso District ministry zonal land office and is guided by the following objectives; To identify the causes of fraud in land dealings at the Wakiso Ministry Zonal Land Office, to identify the existing laws that regulate land dealings at the Wakiso Ministry Zonal Land Office, to identify lacunae in the laws that regulate land dealings in Uganda and how the same have facilitated fraud at the Wakiso Ministry Zonal Land Office and finally to make appropriate observations, conclusions, and recommendations as regards to the existing laws to mitigate fraud in land dealings at the Wakiso Ministry Zonal Land Office. The brief findings were that Section 70 of the Registration of Titles Act, Chapter 230 gives a right to anyone who has custody of a title and knows the circumstances surrounding its loss to apply for a special certificate of title. Section 146 (1) of the Registration of Titles Act, Chapter 230 empowers a holder of powers of attorney to act on behalf of a registered owner. These powers are often misused and forged too. Fraudsters have taken advantage of Sections 140 and 202 of the Registration of Titles Act, Chapter 230 which provide for removal of a caveat by the Registrar issuing to the Caveator a notice to show cause why the caveat should not be removed. The notice is sent to the Caveator by post. In most cases, the notices are never posted. Therefore, the study concluded that it is important for any person interested in purchasing land to carry out due diligence.

bio-efficacy of insecticides used for vector control in busia and tororo districts, eastern uganda

Reductions in malaria burden worldwide coincides with the massive scale-up of malaria treatment and prevention measures, of which vector control is the major component, particularly in SSA. The key vector control interventions in Africa including Uganda, rely heavily on utilisation of long-lasting insecticidal nets (LLINs) and insecticide-based indoor residual spraying (IRS). This study assessed the bio-efficacy of insecticides used for vector control in LLINs and IRS in Busia and Tororo, and assess effectiveness of the different control frameworks in the two districts. Samples of Anopheles mosquito larvae were collected from various breeding grounds before rearing them in an insectary. Additionally, a nine-year period malaria cases data set (2012-2020) was obtained from the health management database to depict malaria trends. Emerged adults were observed under a dissecting microscope and identified using standardized morphological keys after respective bioassays on used nets and sprayed walls. Independent two sample T-test was used to test for significant differences in the mean malaria vectors diversity, mean variations, mortalities by net and wall type. Results showed that mean mortalities of Anopheles mosquitoes to used brands of nets from Busia (9.86±11.35) and Tororo (9.64 ±11.12) varied insignificantly (t=0.119, p=0.906). A disaggregated analysis for each net used revealed that, the DAWA plus 2.0 registered a highest mean mortality of mosquitos, followed by PermaNet 3.0+PBO, Olyset and PermaNet 2.0 respectively. Fludora fusion revealed highest mortalities on plastered painted wall, followed by Brick plain then mud/wattle walls at all times. The trend is similar for Actellic, but unlike Fludora fusion, Actellic exhibited mortalities lower than the 80% threshold for all the wall types and T-test (T-test P values<0.001) indicated Actellic efficacy to be significantly lower than that of Fludora fusion on all the three wall substrates. Considering the malaria cases registered on annual basis, Mann- Kendal test revealed a drastic decline of malaria cases over the nine year period (2012 -2020) in Tororo district with Sen’s slope of -22, while for Busia district it revealed an increase of malaria cases (Sen’s slope +28). Equally, these trends reveal varied spatial patterns over the two districts. Both the districts revealed a high prevalence of malaria between May-November in respect to bimodal rainfall pattern, matching to the perennial transmission setting of Uganda. This study has shown that vector behaviour, biology and physiology need consistent monitoring and surveillance for further entomological characterisation. The purpose of the study was to examine the Medical Records Filing Systems at China Uganda Friendship Hospital in order to enable staff to file information securely and retrieve it efficiently. The objectives of the study were to; find out the types of medical records generated, examine the current medical records filing system, identify the challenges of the medical records filing system, and identify the measures to improve medical records filing system and to develop a medical records filing system for China Uganda Friendship Hospital. The study used a case study research design while adopting both quantitative and qualitative research approaches in data collection. Purposive sampling was used to select the two (2) records staff and seventeen (17) medical staff at China Uganda Friendship Hospital who participated in the study. Questionnaire, interview, observation and document analysis methods were used to collect data from the respondents. The study established that the different types of records managed were; referral letters, personal records, radiography records, surgery records, patient files and patient drug records. China Uganda Friendship Hospital uses manual system in filing of their medical records and indicated that medical records were retrieved manually, using patients‟ visiting cards together with folder matching numbers. The challenges in the records filing system were; time consuming, misplacement of the files, tiresomeness with the system and the poor files handling and partly storage of the medical records. The suggestions to improve were; digitize its records and use an automated system to manage the medical records, training of the medical officers on how to manage the medical records, and the need to use a file plan and to purchase more computers. The study concluded that; there is a need to train the medical staff on how to manage the medical records at China Uganda Friendship Hospital, purchase more computers, adopt to the new technologies in the management of medical and digitalize all the medical records and develop a medical records filing system. The study recommended that; China Uganda Friendship Hospital should implement the developed Medical Records Filing System, train its entire staff on the best records management practices, design a records management policy, expand its storage space to meet the ever increasing volumes of medical records, purchase more computers to help in the management of electronic records and digitize all the medical records.

The study preservation and conservation of teacher’s records was carried out at Mbale Local Government. Mbale District Local Government is a government aided organization which was formed in 1993.It is located at Maluku drive 2km away from Mbale town. The study was aimed at discovering the four objectives; to assess the activities carried out in the preservation and conservation of teachers’ records at the Mbale Local Government; to examine the causes of deterioration of teachers’ records at the Mbale Local Government; to assess the challenges faced in the preservation and conservation of teachers’ records at the Mbale Local Government; to propose strategies to improve the preservation and conservation of teachers’ records at the Mbale Local Government. The study used a descriptive analysis with the help of tables which were used to make meaning of the data collected. A sample population of 12 respondents was used including records staff, teachers and administrators, who were selected by means of purposive and simple random sampling. The study revealed that paper based records were the most used for its user friendly, stable technology, durable and above all acceptable nature in Ugandan context. The study discovered that these records all are managed and stored under the same roof and same management team. Partially, principles of provenance and original order are applied to some categories of teachers’ records like administrative and legal records, while considering them to be more essential and regularly used. Additionally, numerous challenges of records management like limited space, limited equipment and inadequate funds seemed complicate the application of proper records management at Mbale Local Government. The major solution to the problems and challenges faced included acquisition of large working space and allocation of adequate funds. With wide registry, records center and teachers’ records Centre, proper and systematic management of teacher’s records can be achieved. Funding to acquire storage space, records management equipment and facilitate staff would help improvement of the current situation and general records management in the institution.

This study was about the analysis of registry users’ satisfaction at Electricity Regulatory Authority (ERA), Kampala- Uganda. The principle aim of this research was to find out if the registry service ERA provided has any effect on registry users’ satisfaction and for that matter, customer loyalty. Barriers to Registry users’ service provision and any other thing the ERA registry users would like to see in the ERA registry were also researched. Relevant literature related to the study were reviewed with intention of acquiring in depth understanding of the concept. Qualitative research design was used and questionnaires were used to obtain information from registry users and the registry staff of ERA. Other instruments used were interview guide and observation guide that helped the researcher to obtain the relevant information required for the study. Purposive method of sampling was used to carry out the study and a sample population involved 40 respondents from the Electricity Regulatory Authority. Findings from the research revealed that, ERA registry provides appreciable level of registry users’ service; however these are just seen as satisfying. Barriers such as large numbers of registry users with few registry staff, limited registry space and intermittent internet access associated with the electronic registry system affect registry service provision at ERA registry. Registry users at ERA are satisfied with the ERA registry services. And these customers would like the number of registry staff to be increased and larger packing space provided for them. It was recommended that customer service provision at ERA registry should go beyond satisfaction. Strategies that exceed registry users’ expectations should be put in place to delight the ERA registry user.

determinants of utilization of postnatal care services among mothers attending young child clinic at kawaala health centre iv kampala district

Introduction: One indicator of the degree of public health in a country is the maternal mortality rate, the targets in the Sustainable Development Goals in 2030 is to reduce the maternal mortality rate to 70 per 100,000 live. However, in Uganda like any other sub-Saharan country has the least postnatal care coverage with 38.9% Bunyoro, 42.6% Ankole and Kampala 77% of the women having received postpartum care within the year. Therefore the purpose was to establish the determinants of utilization of postnatal care services among mothers attending YCC at Kawaala health centre IV Kampala district which will be used in empowering women with practices that will enable them to make informed decision Method: A descriptive cross-sectional study design was employed and a qualitative method of data collection was used. 30 respondents were selected by random sampling method. Data was collected using researcher administered questionnaire and analyzed using Microsoft excel and word. Results: individual determinants postnatal utilization included 19 (63.3%) aged between 26-34, 21 (70%) were married, , 18 (60%) were living in town however, All 30 (100%) religions were supporting utilization of postnatal services, socio economic determinants were 16 (53%) husbands were business men, though most 20 (66.7%) were able to get transport to health facility when sick, 21 (70%) had medical insurance and free obstetric services, facility determinants revealed 22 (73.3%) attended antenatal, 14 (70%) delivered from government facilities, 13 (65) attended to by the skilled medical personnel were not associated with utilization of postnatal Conclusions: Kawaala health centre IV has an important role to play in improving the utilization of post extraction care. This could be achieved through continuous health education on importance of utilizing postnatal service for better health of mother and baby.
